Tried to do the manual upgrade and keep running into issues.
I was successful with a manual upgrade, generally according to this
procedure:

The 'sed' substitution arguments 's/jessie/stretch/g' should read
's/stretch/buster/g' instead.
Also, references to debian-8 & debian-9 should be changed to debian-9
and debian-10, respectively. Finally, the compacting procedure doesn't
apply on Qubes 4.
