Try appending "min_ram=0x2000000" [1] to tboot params.

If it's still stuck in a reboot loop, try a newer tboot version. Either
use the binary from Ubuntu package (as the one in Fedora repos is quite
ancient with multiple - even security - bugs) or compile [2] it yourself.

Sadly, tboot does not provide signed release tarballs. :(
