The repository is already defined (in dom0) in
/etc/yum.repos.d/qubes-templates.repo

By default it's not enabled.
You can use it (temporarily) like this:
`sudo qubes-dom0-update --enablerepo=qubes-templates-itl-testing 
qubes-template-debian-10`
