I don't see any mention of the relevant settings at all in the "Arm tor controller" app. Nyx does not appear to be installed at all. On further troubleshooting it looks like separate VMs may have been connecting to the same IP addresses (as part of checking for updates) at the same time, and that may have been producing the effects I have seen.
