Hi, Fedora 31 requires mostly newer python3 libraries. We have started migration to python3 for only Qubes R4.1 (not yet released). It induces major changes notably in core-agent that we prefer to not backport in R4.0.
We encourage you to be patient for newer Qubes release and keep using Fedora 30.
