How many USB controllers do you have? If you only have 1, then if you have attached it to sys-net, you cant attach it at the same time to another running qube. You *could* edit /etc/qubes-rpc/policy/qubes.InputMouse to add sys-net to the allowed senders, but be aware of the risks .
