I think: HVMs get the window size from the desktop setting in the qube, whereas standard appVMs have the window size set in dom0. SO to do what you want, the GUI domain (currently dom0) would need to understand the mouse movement on the HVM window, and reset the desktop setting within the HVM. The predetermined sizes are set by the "screen" resolution within the HVM.
