From https://www.qubes-os.org/doc/usb-qubes/#enable-a-usb-keyboard-for-login under Manual setup, I wonder if you can edit /etc/qubes-rpc/policy/qubes.InputKeyboard to something like sys-usb sys-usb ask,default_target=sys-usb.
