By the way, that release signing key (RSK) is, in turn, signed by the Qubes 
Master Signing Key (QMSK). This part of the documentation explains how to get 
the QMSK:

(However, I strongly recommend just carefully reading and following along with 
the whole page from the beginning, if you're not already doing so.)
