Issue 447: Add multi-repository config setting

Add a global admin setting to indicate whether this instance of Qubit is
being used to manage a multi-repository database. If so, the repository
name and link will be displayed on lists, search results, view templates,
etc. If not, the repository name and link will not be displayed as it will
be redundant, i.e. all information objects in the system belong to a single
repository, information about which should be provided in the website
header, homepage, about page, etc.
