Issue 456: I18n: Name access point list blank in any language but English

Error:
Checked french, spanish, portugese and dutch and they all show a drop down
list with one row per name access point, but with no value displayed.
Expected:
1) Show current language name access point terms if available,
2) Fall back to english terms if not translated.
