I can pretty reliably reproduce this by:
1) Switching to a non-default language (anything but English)
2) clearing my browser cookies
3) Go to the any page *without* the "?sf_culture=" parameter in the URL.
If I delete the "qubit/cache/qubit/prod/settings/<hashstring>.cache" file
the the
mis-translated terms disappear. So it looks like the settings cache.
This happens in the dev and production front-end.
