Issue 485: sync app.yml setting for site title (used in the http metas)

The value for the <meta name="title" /> tag, which controls the display of
the page name at the top of most browsers, is currently being pulled from
app.yml - and is therefore inaccessible to end-users without programming
knowledge.
Desired:
Sync this value with the "site_title" value set in the admin > settings
panel.
