Issue 470: Leaving country out of repository causes linked information
objects with reference codes to fail to display

Re-opened. To reproduce:
1) Create new repository with no country
2) Create new information object and fill in the identifier field
3) Submit the information object
4) If you now go to the editISAD page for this information object you get
an error
message.
