I've prevented the creation of a new parent term by defaulting the "broad  
term" field
to be empty when translating and adding the translation helper text for the  
source
culture value (r3146).

I've also prevented orphaning the term while translating by not  
re-parenting the term
if it already has a valid parent and the current culture <> source culture  
for the
term (i.e. we are translating the term) (r3146).

There are still problems of ambiguity when entering a new broad term for a  
term - do
we want to change the parent term or do we just want to translate the  
parent term?
