To reproduce this error:

1) go to Admin > Themes
Resulting error:
================
A third-level menu presents the options 'List' and 'Configure'.
The 'List' view should filter out non-Theme plugins to another template
(see issue 1307).
The 'Configure' option is used to set 'Default Page Elements' which apply
across themes or can be overriden by individual themes. This is copied from
the Drupal theme layout but its function its not very clear to end users.
This option is not for configuring how themes work but it is a global
display setting.
Option1: Rename 'Configure' to 'Default Page Elements'
Option2: Group 'Default Page Elements' with similar configuration options
(i.e. Admin > Settings > Site Information/Default Template/User Interface
Lables) as part of the Settings menu re-organization (see issue 743)
