To reproduce this error:

1) Click "browse > taxonomies"
Resulting error:

All 18 default taxonomies shown even though default limit is 10. The pager
shows the number of pages and limit links correctly. See attached
screenshot.
Expected result:
================
Show 10 taxonomies.
