navigate to draft descriptions from actor show screen

To reproduce this error:

1)As unauthenticated user or other user without view draft permissions,
browse names
2)Click on a browse result
Resulting error:
================
Context menu box of actor show screen shows draft and and published
information objects
Expected result:
================
Context menu box should show only published information objects
