New issue 1422 by epmclellan: "See all" button appearing when there are
fewer than 10 items in the context menu box

To reproduce this error:

1)Create a description with fewer than 10 descendants
2)In the hierarchy treeview, click on one of the descendants
Resulting error:
================
"See all" button appears. See attached screenshots - before and after
navigating to a descendant.
Expected result:
================
"See all" button should not appear because there are fewer than 10 objects
in the context menu box. All information objects in context menu box should
remain visible.
