New issue 1428 by epmclellan: Can't edit taxonomy terms - permission denied

To reproduce this error:

1)Click on a taxonomy term
2)In show screen, click Edit
Resulting error:

Error screen: "Sorry, you do not have permission to access that page". Note
that this error occurs even when I've just created the term.
Expected result:
================
Edit screen should open.
