New issue 1447 by [email protected]: All taxonomies available when
creating a new term

To reproduce this error:

1) Create a user that has 'create' permissions only on the 'Subjects'
taxonomy
2) Login as the above user
3) Select the "add > terms" menu
4) Click in the "taxonomy" autocomplete field
Resulting error:
================
All taxonomies shown.
Expected result:
================
Only the "subjects" taxonomy should be shown, as the user does not have
'create' permissions for other taxonomies.
