New issue 1570 by epmclellan: Treeview drag and drop not working in tarballs

To reproduce this error:

1)Install ICA-AtoM or DCB from tarball
2)Create a info object hierarchy or term taxonomy
3)Try dragging and dropping a treeview node to a new parent
Resulting error:
