The broad and related term autocompletes show results only from the current taxonomy by design. Since in the case of creating a new term from the "Add > term" menu, the term doesn't belong to any taxonomy yet, there's no valid results for the autocompletes.
I think the best solution is to hide the "Relationships" section of the term form if
