The error is happening when IE runs this line of code:
checkSystemSuccess.php, line 9:
progress = new Drupal.progressBar('checkSystem');
IE8 says that the object does not accept this property/method.
Because of this, XHR isn't working and the installer isn't copying
settings.yml, etc...
