This was reported in the Steering Committee review of ICA-AtoM Relase 1.0.9
To reproduce this error:

1)Import the attached SKOS xml document (Matiere-remis-en-ordre.xml)
Resulting error:

Only 13 top-level terms are imported
Expected result:
================
Should import all ~1500 terms.
