New issue 1704 by epmclellan: In DC template, tooltip message for event
fields reference RAD

To reproduce this error:

1)Create or edit an information object using DC template
2)Under Names and dates click "Add new"
Resulting error:
================
Tooltip message appears referencing RAD note fields. No other tooltips
appear for any of the fields.
Expected result:
================
DC tooltips should appear for all fields and there should be no reference
to RAD
