New issue 1718 by epmclellan: Translator group should include default view

To reproduce this error:

1)Create a user assigned only to the Translator group
2)Log in as the user and switch languages
3)Translate an information object
4)Click save
Resulting error:
================
Permission denied error appears and the user can no longer navigate to or
view the record. The reason is that as soon as the record was edited (i.e.
translated) the publication status automatically reset to draft, and
translators do not inherit view draft permission.
Expected result:
================
Translator should be able to save translation and view record.
