I'm trying to find a different way than overriding renderHelp method
(r7757, reverted in r7766) because it is not working where tooltips are
shown directly with HTML code (<div class="description">...</div>). I am
looking for a a different way: e.g., avoid loading description.js if
show_tooltips is false.
