New issue 1741 by epmclellan: In DC and MODS edit templates, identifier and
title tooltips appear as grey text

To reproduce this error:

1)Open a dc or mods edit template
2)Click on identifier or title field
Resulting error:
================
Tooltip is grey and below field. See attached screnshot.
Expected result:
================
Tooltip text should be in blue box to left or right of field.
