To reproduce this error:

1)Import the attached actor
2)Click "View person/organization"
3)Click "Edit"
4)Expand the "Control Area" tab
Resulting error:
================
The translation helper text (in yellow box) is displayed even though the
source_culture and user culture are the same ('en' in my case). See
attached screenshot.
Expected result:
================
Translation text only shown when current user culture is not equal to the
source_culture for the description.
