New issue 1782 by epmclellan: In IE, adding name access point in RAD
template causes two actor objects to be created

To reproduce this error:

1)In Internet Explorer, open a RAD edit template
2)Under Access points, create one or more new name access points (ie don't
select from existing names)
3)Save the record
4)Browse actors
Resulting error:

Two authority records are created
Expected result:
================
Only one authority record should be created
