New issue 1792 by epmclellan: Draft lower level descriptions of published
parents visible to unauthenticated users

To reproduce this error:

1)Add an unpublished child record to a published parent
2)Log out
3)Go to the show screen for the parent record or search for the child record
Resulting error:
================
The unpublished child record appears in the context menu of the parent
record and in search results. Clicking on the record takes the user to a
page reading "Sorry, you do not have permission to access that page".
Expected result:
================
The record should not be visible in either the context menu or search
results.
