New issue 1798 by epmclellan: In information object edit screens, some
tooltips displayed as grey text, even when focus is on other fields

To reproduce this error:

1)Open an information object edit screen
Resulting error:

Expected result:

Tooltips should only appear for a field when the cursor is placed in that
field. Also, tooltip text should appear in blue box unless there's no room
on the side.
