New issue 1827 by epmclellan: ISDF relationship not appearing in edit
screen if end year field is filled in

To reproduce this error:

1)Create or edit a function
2)Add a relationship; fill in start year and end year, no date display
3)Click submit
Resulting error:
================
Relationship does not appear as row in the edit template. However, the
relationship is saved.
Expected result:
================
New relationship should appear as row in the edit template.
