New issue 1886 by epmclellan: Imported digital objects are draft even if
the description to which they are attached is published

To reproduce this error:

1)Open show page for a published information object
2)Click Import digital objects
3)Import two or more objects
Resulting error:
================
The lower-level descriptions created by the import are draft even though
the parent is published.
Expected result:
================
All descriptions should be public. Note that if a single object is uploaded
using the Link digital object button, the resulting description is
published, which is the desired behaviour.
