throws sf404Exception

To reproduce this error:

1)Enter a random permalink in a well-formed URL, e.g.
http://255.255.255.255/index.php/adfad;dc
Resulting error:

blank screen for production site. sf404Exception with debugging on.
Expected result:
================
Show 404 message e.g. http://255.255.255.255/index.php/;admin/error404
