To reproduce the current functionality:

1) Import or create a description with a title exactly the same as an
existing description (at any level), e.g. series "Architectural drawings"
on the demo site

Resulting behaviour:

The key generated (for the permalink) is random
Suggested result:
================
Generate a key the same as the readable key for unique titles, modified by
(e.g.) a number assigned sequentially. E.g. architectural-drawings-1,
architectural-drawings-2
Rationale:
===========
In an inter-institutional database, it is not unusual to have identical
fonds titles - from split fonds, or the same names being used for
administrative units in corporate bodies like universities and governments.
E.g. there are four "President's Office fonds" in Archives Canada. At the
series and lower levels, identical titles are reasonably common across
collections.
