New issue 1914 by aabc.bcans: In ICA-AtoM allow for Country list to be
arranged by country of installation first

In the Contact area of a Repository record in ICA-AtoM, the Country name
list is organized alphabetically. For installations of ICA-AtoM in Canada
it would be more appropriate to have Canada listed first. For installations
of ICA-AtoM in the United States it would be more appropriate to have the
United States listed first. Many other online databases that use this kind
country name list and are based in North America also have Canada and the
United States listed first.
