New issue 1929 by [email protected]: Option to add new terms available
to contributors w/ default permissions

To reproduce this error:

1) Log in as a user with contributor role
2) Select Add / Terms
Resulting error:

"Add new term" form is displayed; trying to enter a value in "Taxonomy"
field causes SQL error:
[wrapped: SQLSTATE[42000]: Syntax error or access violation: 1064 You have
an error in your SQL syntax; check the manual that corresponds to your
MySQL server version for the right syntax to use near 'IS NULL AND
taxonomy.ID=taxonomy_i18n.ID AND taxonomy.ID=object.ID ORDER BY tax' at
line 1]
(MySQL v. 5.0.26)
Expected result:

Contributors w/default role permissions shouldn't be able to access "add
new term" form from main menu (?)
