New issue 1969 by [email protected]: Add ability to disable menus (not
just delete)

While at least core menus that have been deleted (e.g. functions) can be
restored easily enough, if they could be disabled instead, it would be
easier to track the fact that this had occurred, and restore the menu item
(e.g. rather than needing to document the details locally).
