New issue 1981 by [email protected]: Series level Creator repeating when
same Creator at Fonds level

To reproduce this error:

1) View the Limners fonds (http://memorybc.ca/limners-fonds;rad). The Name
of creator is "Limners (Group of artists)"
2) View Series 1, Letters (http://memorybc.ca/letters;rad). The Name of
creator is the same body as the fonds level one.
3) Edit the Series description and view the Dates of creation area. There
is no option to delete the Creator since it's programmatically inserted.
Resulting error:

According to RAD rules 21.0A2 and 21.1 on Choice of Access Points, you do
not repeat the creator at a series (or lower) level if it's the same
creator as the immediate level above.
Expected result:
================
The Creator should not repeat at a lower level of description when it is
the same Creator as the immediate level above.
The program already correctly interprets RAD rule 1.7B1 (Administrative
history), "Do not create an administrative history at subordinate levels
unless the creator at that level is different from the creator of the
higher level."
