New issue 2034 by [email protected]: Can't select creator when other
authority records start with the same name

To reproduce this error:

1)Create an authority record with a parent institution name -
eg "University of British Columbia"
2)Create multiple other authority records that are divisions of that
institution - eg "University of British Columbia. University
Senate", "University of British Columbia. Student Registration" etc.
3)In information object edit screen, attempt to select parent institution
("University of British Columbia") as creator
Resulting error:

"University of British Columbia" can't be selected as creator name. See
email from BCANS coordinator and reply August 4 2011.
