To reproduce this error:

1) Go to new infoormation object screen
2) Open control area
3) Go to languages
4) Try to select a language which does not exist
Resulting error:
================
It is not possible to add new values. Those are part of a predefined list
found in vendor/symfony/lib/i18n/data/[CULTURE].dat.
Expected result:
================
We should extend vendor/symfony/lib/widget/i18n form widgets to get
alternative values from QubitSetting, or another solution which can fix
this need.
