New issue 2044 by [email protected]: Authenticated user with rights on
authority records can't edit repository records

To reproduce this error:

1) Create a user with create/edit/delete rights on authority records
2) Do NOT add this user to the editors group
Resulting error:
================
When viewing a repository record, the footer with edit, delete and add new
buttons is missing. However, a new record can be added via the "add" menu.
There is also no problem with authority records.
Expected result:
================
The user should be able to edit and delete repository records.
