to move screen but no top-level descriptions are listed for selection "move
here".

To reproduce this error:

1)have more than one fonds level description in system
2)create lower-level description
3)select move button
Resulting error:
================
move screen is empty
Expected result:
================
move screen should have list of fonds for selection
