Rights holder field

To reproduce this error:

1)Create a new rights event
2)Focus on Rights holder field
Resulting error:

No list of name authorities appears; adding first few letters does not
bring up the list either.
Expected result:
================
Can create new authority but should also be allowed to select from existing
authorities.
