New issue 2145 by [email protected]: Export links still visible while
the related plugin is disabled

To reproduce this error:

1) Disable Dublin Core
2) Go to an archival description
3) Click "Dublin Core 1.1 XML" under Export section
Resulting error:
================
XML content with line:
<error code="404" message="Not Found"/>
Expected result:
================
The "Dublin Core 1.1 XML" link shouldn't be visible.
Extra information:

I've used DC as an example. Same bug is present for any other plugin.
Ideally consider also that:
a) if a plugin is disabled, its template shouldn't be available in admin »
settings » Default template.
b) if a plugin template is used as Default template, its plugin should be
considered as required and thus unable to be disabled.
