To reproduce this error:

1)Admin > User > Add new user
2)Fill in template
3)Shrink browser screen in Safari
Resulting error:

CSS moves password strength box out of line. See attached screen shot.
Expected result:
================
Password strength box stays in line. Tested in Chrome and Firefox = OKAY.
