To reproduce this error:

1)Run ICa-AtoM in foreign language
2)Add authority record
3)Screen does not show translated terms for persons/organizations -
physical storage - repositories
4)check UI label for person/organizations in Admin Settings and terms are
translated there
Resulting error:

Add person/organizations template shows English version not translated
text. See attached screen shots.
Expected result:
