To reproduce this error:

1)Switch application to a non-English culture
Resulting error:

Menu labels show in English, or a mix of English and current culture.
See "before" screenshot.
This appears to be a caching problem, as doing a clear cache
<http://www.qubit-toolkit.org/wiki/index.php?title=Clear_cache> corrects
the problems - See the "AFTER" screenshot.
Expected result:
===============
Should display correct labels for current culture.
